The government will strengthen its system for determining the types of cyberattacks and entry pathways of attackers to guard against cyberattacks on critical infrastructure, such as companies, power plants, and airports. A team of specialists nurtured jointly by the government and private companies will conduct investigations. The team will respond to sophisticated cyberattacks to lead efforts to swiftly identify what allowed the attacks and build a system to prevent recurrences.

The team will be called the government’s “cyber incident investigation commission” to liken it to the “accident investigation commission,” which is specially set up in the wake of a serious aircraft or railway accident. The team aims to start its activities in 2025. (Abridged)
