Nikkei wrote that the GOJ will begin studying the possibility of issuing certificates for COVID-19 vaccination by launching an inter-agency taskforce led by Chief Cabinet Secretary Kato and involving officials from the Ministries of Health, Foreign Affairs, and Justice as well as the IT strategy office of the Cabinet Office. The paper wrote that the GOJ will study the system in response to moves in Europe to issue vaccine passports for international travelers. The GOJ expects that business travelers, students, and foreign residents in Japan will use the certificates. The GOJ is planning to issue paper certificates for the time being for use in such situations as airport check-in, passport control, and hotel check-in before moving to electronic certificates.
