The paper claimed that the decision was not based on the SOFA, arguing that the U.S. military should be responsible for disposing of its own waste properly in accordance with Japan’s regulations. The editorial urged the GOJ to set up a system to prevent the U.S. military from unilaterally discharging wastewater without obtaining Japanese consent.
