Nikkei front-paged a report saying that the GOJ has begun preparations to increase its host nation support for the U.S. forces stationed in Japan for five years starting in fiscal 2022. However, Japan will ask the United States to use the increase for joint training and other expenditures that would strengthen their alliance instead of using it to cover utility charges at U.S. military bases. The paper wrote that the two nations are planning to move forward with negotiations, aiming to reach a basic agreement by the end of this year and to sign a new special measures agreement setting the framework for Japan’s share in the beginning of January 2022. It is necessary for the GOJ to reach an agreement in principle by the end of this year so it can be reflected in the draft budget for fiscal 2022.
