Saturday’s Yomiuri carried an op-ed piece jointly authored by former Deputy Secretary of State Richard Armitage and Zack Cooper, a senior fellow at the American Enterprise Institute, in which they proposed that the United States and Japan jointly develop surface-to-ship missiles.
