A council of the Ministry of Health, Labour and Welfare (MHLW) initiated a discussion on a new emergency drug approval system. During the COVID-19 pandemic, Japan lagged behind other nations in making new medicines available for use. The outline of the new system will be finalized by the end of the year, and related bills will be submitted to the ordinary Diet session next year. The MHLW hopes to speed up drug efficacy reviews and to issue approval for a limited period once it can expect the drug to be effective.

The council will also discuss immunity from liability for health damage caused by drugs and a system in which the government compensates drug manufacturers for their losses.
