Nikkei wrote that the GOJ is considering partially allowing international students to enter Japan amid its continued border controls against COVID-19. According to the paper, the government is planning to accept only government-sponsored students who cannot graduate or progress in their education without earning credits in Japan. The measure will initially only apply to a few hundred exchange students, but the government is also discussing whether to extend the exemption to privately funded students.
