All national dailies wrote that the GOJ decided on Tuesday to place Tokyo, Saitama, Chiba, Kanagawa, Gunma, Niigata, Gifu, Aichi, Mie, Kagawa, Nagasaki, Kumamoto, and Miyazaki under a quasi-state of emergency for three weeks from Jan. 21 through Feb. 13. The government is planning to make a formal decision on the matter today after consulting with experts to obtain their approval for its decision. The emergency measures will allow prefectural governors to request restaurants and bars to shorten their business hours and stop serving alcohol. If approved, 16 of Japan’s 47 prefectures will be placed under the quasi-state emergency.

After consulting with relevant cabinet ministers, Prime Minister Kishida told reporters at the Kantei that it is necessary for local governments to curb infections by focused actions and that the GOJ will make efforts to establish temporary medical facilities and oxygen stations, boost the production of antigen testing kits, and send medical providers to hospitals as needed.
