All national dailies except Mainichi gave top play to reports on Putin’s recognition of the independence of two regions in eastern Ukraine and his order for the deployment of a “peacekeeping” force. Mainichi led with a report on the decision by the Osaka High Court to order the state to compensate three people for forced sterilization under the now-defunct eugenics protection law.
