The following is the gist of interpellations at the intensive session of the Upper House budget committee meeting on March 17, 2022:
Koyari Takashi (Liberal Democratic Party): How will the government proceed with negotiations to conclude a peace treaty with Russia?
Prime Minister Kishida Fumio: There is no change in our country’s position on the Northern Territories issue and my wish to meet expectations from former residents of the islands. But we are not in a situation where I can point to the prospect of negotiations.
Koyari: What does the prime minister think about the current state of the Northern Territories issue?
Kishida: Our position is that there is no legal ground for the occupation. Our position remains unchanged.
Renho (Constitutional Democratic Party of Japan): Does the prime minister think Russia will comply with the nuclear agreement with Japan?
Kishida: I can’t promise that it will.
Renho: The Diet is making arrangements for Ukrainian President Zelenskyy to speak remotely.
Kishida: The government wants the Diet to respond positively to the idea. (Abridged)
