All broadcasters led with reports on the bodies of many civilians found in the Kyiv region following the withdrawal of Russian troops, noting that Ukrainian authorities said they found the bodies of 410 civilians and Ukraine President Zelenskyy accused Moscow of  “genocide.” Along with the German, French, and UK leaders, Prime Minister Kishida condemned Russia’s attacks against innocent civilians. He said Japan will consider imposing additional sanctions on Russia by considering the overall situation while working closely with the international community. Chief Cabinet Secretary Matsuno told reporters that Japan strongly condemns the killing of civilians as a clear violation of international law.
