All national papers reported that the Tokyo District Court ruled on Monday that an order by the Tokyo Metropolitan Government for a restaurant chain operator to reduce its business hours amid the coronavirus pandemic was illegal. However, the papers said the court denied a claim by Global-Dining Inc. alleging negligence by Tokyo Governor Koike and dismissed its damages claim. The company immediately appealed the ruling.
