Former NSS Secretary-General Kitamura publishes new book on economic security

On May 23, Kitamura Shigeru, the former Secretary-General of the National Security Secretariat, will publish a book titled “Economic Security: Confront China, a strange major power” (Chuokoron-Shinsha). Kitamura analyzes China’s strategy to steal security-critical technologies from Japan and describes the Economic Security Promotion Act passed in May 2022.

 

Kitamura notes that the kinds of technologies that can be used for military purposes, such as artificial intelligence (AI) and quantum technology, have increased [since he was a police official]. Kitamura warns that if these technologies are leaked overseas, it might lead to the loss of wars in new domains including space, cyberspace, and electromagnetic waves. He also introduces the fact that China is absorbing cutting-edge technology by dispatching researchers around the world and gathering excellent engineers from abroad. (Abridged)
