Nikkei reported that all the bills submitted by the GOJ are expected to be enacted during the current Diet session for the first time in 26 years. The paper said a bill to revise the Penal Code to unify two types of imprisonment — with and without labor — into a single punishment was enacted during an Upper House plenary session on Monday, adding that the remaining key bill related to establishing an agency for children and family affairs is expected to be enacted on Wednesday. The daily wrote that the GOJ and the ruling parties were cautious about extending the Diet session in view of the upcoming Upper House election, adding that the GOJ submitted 61 new bills, two less than in 2021. The paper also said the GOJ decided not to submit any bills that were likely to create conflict between the ruling and opposition parties to avoid the risk of being criticized by voters or scrutinized by the opposition parties ahead of the Upper House election.
