On July 28, the Liberal Democratic Party (LDP) held a meeting of its “Special Mission Committee on Sexual Minorities” (chairperson: Lower House member Takagai Emiko), which examines LGBT policies. The committee invited expert Yagi Hidetsugu, professor of constitutional law at Reitaku University, to give a presentation and exchange opinions with the committee members.

The meeting was held behind closed doors. After the hearing, reporters asked Yagi what he said. He explained, “Some say that (sexual orientation) is innate; however, the view that sexual orientation is acquired has been becoming more prominent recently.” He added, “Social systems should be designed based on the latest academic and scientific theories. If the system were designed using old views, for many people it would not lead to happiness.”

Former Defense Minister Inada Tomomi, who aims to enact a bill to promote understanding of LGBT, also attended the hearing. When asked by reporters if she agreed with Yagi’s view, she said it is “very difficult [for me to agree].”
